APRRC 2010 Registration For Philippine Delegates


Asia Pacific Regional Rotaract Conference (APRRC) 2010 - Sydney, Australia

According to the APRRC 2010 organizing committee “The Philippines delegation always provides a unique and exciting element to APRRC, so we are keen to ensure that as many Philippines delegates as possible can register for the best prices.”

The registration was reopened on May 14, 2010. The Early Bird tickets are selling out quick and at the time of this post there were about 15 left at the A$258 with accommodation or A$208 without accommodation (for Rotaractors). The next price phase will be A$278 with accommodation or A$228 without accommodation (for Rotaractors). The organizing committee will move to the next price phase after 31 May or after the Early Bird seats are full, whichever is first.

MDIO CHAIRMANSHIP ELECTION 2010 - Guidelines and Call for Filing of Candidacy

Dear all,

It's been another fruitful year of Rotaract service and fellowships that we
all have rendered and enjoyed through various innovative service
undertakings in our respective clubs, districts and beyond including our
MDIO-Pilipinas affiliation and magnified internationality of our
organization. Collectively, we have greatly contributed to the success of
another rotary year for Rotaract, being one the core components of New
Generations - the newest service avenue of Rotary International as per the
just-concluded RI Council on Legislation proceedings.

As we officially conclude this rotary year and look forward to the new
rotary year to unfold in less than a couple of months, we, the
member-districts of the MDIO-Pilipinas are entrusted to ensure continuity of
Rotaract leadership in our Council. In view hereof, the Council is on its
rigid preparation for the upcoming annual DRREs Training which is intended
to equip incoming DRRs w/ best practices, freshest and innovative ideas
among others, during the official assumption of their duties come July
1st.

Accordingly, to ensure smooth transition of MDIO leadership, election of the
new MDIO Chair is set during the second and final day of the upcoming DRREs
Training on May 30, 2010. In line with this, every member-district is
enjoined to participate on this very significant undertaking of our MDIO.

*As duly-appointed Election Committee Chair of this election and on behalf
of the MDIO Council, I now officially call for Filing of Certificate of
Candidacy (and credentials as stipulated below.*

Forwarded herewith for your reference and perusal is the Election Guidelines
unanimously agreed on and ratified (where there was a quorum to officially
do business) by the majority of 4 out of 7 member-districts (RIDs 3800,
3810, 3820 & 3830) of MDIO-Pilipinas as witnessed by SDG Magic Ong, PDDR Sen
Villanueva and PDRR Joannie Sitoy last April 30, 2010 in Makati City.

Responsibilities of the MDIO Chair

- The Chairperson is responsible for coordinating all activities of the
Council regarding the Multidistrict Organization for the whole Rotary Year.

Qualifications

A candidate must be:

1. An incumbent or Past District Rotaract Representative (DRR) of an
active member Rotaract District of the MDIO. *(Active membership to MDIO
is being able to pay subscription fee of Php 1,000.00 before September 30 of
the current Rotay Year)*

In the case of PDRRs, he/she must belong to an active Rotaract club, as
determined by the district.

1. Must be of Rotaract age (18-30 years old) until the end of his/her
term (July 1) as Chair (should be supported by an NSO-authenticated birth
certificate) .

1. Must not belong to the incumbent MDIO Chairperson’s district.

1. Has participated in at least one MDIO-organized event.

1. Must be able to complete and submit the needed documentary
requirements on time.

(Must be submitted in five sets)

1. Letter of Intent with vision for the organization (summarized in 1
page) addressed to the Committee on Elections Chair
2. Accomplished Certificate of Candidacy
3. Resume or Curriculum vitae showcasing Rotaract accomplishments with
2x2 photos
4. Photocopy of NSO-authenticated birth certificate (original must be
presented)
5. Board resolution and/or Letter of endorsement addressed to the MDIO
Election Committee expressing support and guidance from the following:

1. Sponsoring RC President-Elect and RAC President-Elect noted by
incumbent RC and RAC Presidents (as the office will take
effect in their
terms)
2. DRRE noted by the DRR
3. Incoming DRC noted by the incumbent DRC
4. DGE noted by the DG

ELECTION PROCEDURE

1. SCHEDULE

- The MDIO Chairmanship election shall be held during the annual
DRRs-Elect Training, scheduled towards the end of the current Rotary Year.

Challenge Period - May 30-June 5, 2010

1. ELECTION COMMITTEE

- The election shall be facilitated by the Committee on Elections
(COMELEC).

*Composition of the Committee on Elections*

COMELEC Chair (Immediate Past MDIO Chair)

Members: Incumbent MDIO Chair and Three Other Past MDIO Officers (who are
not candidates in the election)

SPECIAL PROVISION ON THE COMPOSITION OF THE COMMITTEE ON ELECTIONS

If the COMELEC Chair has a qualified candidate from his/her district, he/she
must inhibit and be replaced by the Immediate Past MDIO Secretary. In case
that the latter still has a qualified candidate from his/her district, any
current active MDIO Officer shall serve as COMELEC Chair.

Any of the qualified COMELEC members who has a qualified candidate from
his/her district must inhibit himself/herself as a member of the committee.

1. PRESENTATION OF CANDIDATES

- After validation of the election committee, only candidates with
complete requirements shall be declared by the COMELEC Chair as eligible to
run in the election.

- All Candidates will be introduced during the DRRs-Elect Training. Each
candidate will be allowed a five-minute speech to present his/her vision for
the MDIO. The privilege speech should not turn out to be a campaign.
Campaign in any form is not allowed.

- After which, open forum will follow and questions from the assembly to
the candidate shall be entertained, as determined by the COMELEC.

D. VOTING PROCEDURES

- Presence of quorum must be observed, 50% + 1 of all active member
districts. The quorum should be properly announced by the COMELEC Chair.

- Official ballot must be countersigned by the MDIO COMELEC members.

- Election must be conducted by SECRET BALLOTING.

- A District is entitled to ONE VOTE only. Votes will be cast by the DRR,
preferably in consultation with the DRRE. However, in the absence of the
DRR, the DRRE or any designated PDRR may vote in behalf of the district,
supported by a signed letter from the DRR.

- Votes must be tallied in front of the electors. The COMELEC shall
validate the ballot before each vote is read. Votes shall be tallied on a
board for public viewing and on the official tally sheet. Thereafter, votes
shall be compared.

- The candidate who obtains majority votes of 50%+1 of the total number
of voting districts will be declared winner. If a candidate does not obtain
majority votes, a recasting of votes will be conducted. In the second
casting of votes, only the top two candidates from the previous casting of
votes will qualify. And again majority votes will be observed.

- In case of a tie, the candidates with equal number of votes shall
undergo a tiebreaking election with a maximum of two rounds. After two
rounds and still tied, the incumbent MDIO Chair shall vote to break the tie.

CHALLENGE

- If in case a challenge arises from the results of the election, the
candidate must write a letter of protest addressed to the COMELEC Chair
within seven (7) days upon proclamation of the winning candidate.
- The COMELEC must acknowledge receipt of the letter within seven (7)
days.
- Upon acknowledgment, the COMELEC must convene to evaluate merits of the
challenge.
- If arguments stipulated on the letter of protest are determined to be
valid, the COMELEC must inform the member districts that there is a
challenge and that action needs to be taken.

Hands: Called to Serve II Concert (Black Light Theater)

May 23, 2010 (Sunday) at 4 pm and 7 pm

Lead Performers: Rotaract Club of STI College-Makati (RI D3810) and Rotaract Club of Makati (RI D3830)

Rotaract is a youth service program of Rotary International that began in 1968. All over the world, young men and women are drawn together in Rotaract clubs which help them develop personally and professionally while they offer invaluable service to their communities.

In the spirit of friendship and service, Rotaractors across the Philippines are able to work together under the Pilipinas Multi-District Information Organization (MDIO). As this Rotary Year comes to a close, Pilipinas MDIO decided to take part in Gawad Kalinga’s mission of eradicating poverty by contributing to the Brookside Gawad Kalinga Village in Quezon City.

In line with this, the MDIO is organizing a blacklights* concert to raise funds for the abovementioned endeavor and other Philippine Rotaract activities.


*Black Light Theater is a theatrical production style characterized by the use of visual illusions. It uses the distinctive characteristics of a darkened stage, black clothing, fluorescent gloves and props, and black light lamps.

Tickets are available at P50.00. For Rotaractors, please contact your resepective DRRs. This is an open to all event.

Rotaractors are expected to be busy celebrating our World Rotaract Week celebration (March 8-14, 2010). The Multi-District Information Organization Representing Districts 3780, 3790, 3800, 3810, 3820, 3830 and 3860 (that’s the long official MDIO Pilipinas name for now) is in one with this celebration.

Rules and Mehanics
I. MEDIUM:
a. Tagalog or English popular songs or Original Pilipino Music backed up by minus one tape. (THE USE OF MULTIPLEX TAPES IS NOT ALLOWED).
b. Participants must provide their own minus one CD. (ACAPELLA RENDITION IS NOT ALLOWED).
c. ONLY ORIGINAL COPY OF CDs ARE ALLOWED. Pirated CDs are not allowed. Only the sound system provided by the contest venue shall be allowed.
d. The policy of sing and go will be adopted.
e. No sets or props shall be allowed except the standard stage and light effects provided by the venue.

II. NUMBER AND LENGTH:
a. Contestants must prepare two (2) songs. The 1st song is for the elimination round and the 2nd song will be rendered only if the contestant was chosen for the final round.
b. Only the top 5 constestants will be chosen for the final round.
c. The song entry must not be more than five (5) minutes from the first to the last note of the contest piece.

III. PARTICIPATION:
a. The contest is open to all Rotaract Clubs (school-based or community-based) in Philippines.
b. No switching of contestants / entries will be allowed after the deadline for submission of entries.
c. To ensure full participation, this contest shall be conducted in full cooperation with the MDIO PILIPINAS officers and members, 10 District Rotaract Representatives, Rotaract Clubs and Rotary Clubs

IV. PARTICIPANT’S ELIGIBILITY:
a. Any male or female member of a duly recognized Rotaract Club in the Philippines will be allowed to participate.
b. Each District can only field three (3) participants (max).
d. He/she must be:
i. A member of good standing in the Rotaract Club he/she is representing in the contest for at least 6 months prior to the date of the contest.
ii. 18 to 30 years old on the date of the competition.
iii. In the roll of active Rotaractors of the club and of good moral character.
e. He/she must not be a professional singer.
f. His/her eligibility must be duly certified by the President of the sponsoring Rotary Club, Rotaract Club and District Rotaract Representative.

V. CONTEST SCHEDULE:
a. The contest shall be handled by the MDIO ROTARACT IDOL Organizing Committee.
c. The contestants are required to come thirty (30) minutes before the program starts to determine the sequence of their performance. They shall draw lots to determine their respective numbers and this shall be handled by the MDIO ROTARACT IDOL Committee.

VI. CRITERIA FOR JUDGING IN ALL CONTESTS LEVELS:



















A. ELEMENTS POINTSMINIMUM MAXIMUM

B. JUDGE’S DECISION AND GUIDELINES:
i. The decision of the judges is final and incontestable.
ii. The identity of the judges should not be known to the participants until the day of the contest when they shall be introduced during the program.
iii. There shall be three judges, each having their own score sheet.
iv. Tabulation of the judges’ score in the finals shall be handled by the MDIO ROTARACT IDOL official canvassers
v. Each contestant shall be scored accordingly.
vi. In case of tie, the three judges shall break it by simply asking to choose between or among the contestants who tied their scores. Their choice is indicated by placing their initials opposite the name of their choice. The final result shall be submitted by the canvasser to the chairman of the board of judges who shall take charge of announcing the winners.
vii. The contestant obtaining the highest overall scores shall be declared the grand prize winner; second highest, the second prize winner; and the third highest, the third prize winner.

VII. CAUTION:
a. Song entry must not be hymns, religious and church songs or the like nor should it be rap songs. Neither should it contain slanderous, derogatory, or vulgar words against any person (living or dead) and/or institution.
b. Attire: Semi-formal or Sunday dress.
c. The MDIO ROTARACT IDOL Organizing Committee reserves the right to exclude any contestant that fails to observe this, even if such contestant has been declared winner in any previous contest level.

MDIO - PILIPINAS 1st ROTARACT QUIZ BEE

COMPETITION RULES AND MECHANICS

1. Each District must only have five (5) competitors.
2. Only bonafide Rotaractors of participating districts are eligible to join the QUIZ BEE. However, DRRs and PDRRs are ineligible to compete.
3. Registration costs Php 150.00 per competing Rotaractor.
4. Competitors are required to wear their respective District/Club uniform.
5. Competitors are obliged to be in the competition venue thirty (30) minutes prior to the quiz proper.
6. Competitors will be grouped into five of varying districts per team 30 minutes prior to the quiz proper. Each team should select a Team Captain.
7. The quiz bee covers the following topics: Rotaract Affairs (Past, Present, Future Events), Rotaract History, Topics on Rotaract Handbook, and some basic Rotary Info.
8. The competition is divided into three categories:
Easy Round - 15 questions worth 2 points each, 10 seconds time allotment
Average Round - 10 questions worth 3 points each, 15 seconds time allotment
Difficult Round - 8 questions worth 5 points each, 30 seconds time allotment
9. Easy and Average Rounds shall serve as an elimination stage. Only the teams w/ an aggregate score of at least 30 points in the easy & average rounds shall qualify for the difficult round.
10. The quizmaster will read each question TWICE.
11. Participating teams may begin writing their final answers only after the quizmaster says “GO”. If a certain team is caught in violation of this rule, a warning shall initially be given. A subsequent offence will merit their disqualification from answering that particular question in which the violation is committed. A third offence would automatically merit their disqualification from the contest.
12. Before the time allotted for each question lapses, participating teams should have written their answers on their respective board provided for the contest. Likewise, when the bell rings signaling lapse of the allotted time, participants should stop answering and must raise their respective boards right after the quizmaster has asked for it. Otherwise, their answers shall be forfeited.
13. Protest or question regarding a particular quiz item must be politely raised by the respective Team Captain within that particular segment to the Quizmaster who in turn shall be addressing the same to the Board of Judges comprising of PDRRs and Rotarians. Otherwise, as soon as the quizmaster starts reading the next question, any protest shall no longer be entertained.
14. Only competitors are allowed to raise complaint.
15. In an event of a tie, a clincher question will be given to break it.
16. The decision of the Board of Judges is final and incontestable.

NOTE: Registration starts at exactly 12:00 noon. By 12:30 pm all contestants must be in. Accordingly, the competition formally starts 1:00 pm.

Loveless and Dominant

Yesterday was my first Rotaract meeting for 2010. It was funny how to work out again with familiar faces with different strong personalities. There were five (5) out seven (7) District MDIO members present.

Some positive observations:
1. Issues are still objectively resolved
(In fact, many items were resolved!)
2. Tolerance to dominant and awkward personalities is still applied
3. Fellowship is worth just P5.00
(Videoke)
4. Concerns about unity still persist
5. You can never be loveless during Valentines if you are a Rotaractor
(A Hot Air Balloon group date in Subic is planned this Feb 12-14, 2010)

Some negative observations:
1. There are facial and oral expressions not befitting in conducting a meeting
2. There are behaviors that’s fine with current setup but I can see are not healthy especially when you are not dealing with your own district only
3. Unprepared items needed for the meeting like previous copy of amendments and minutes of the meeting
4. Late snacks

Now, I’m thinking of drafting a guide on how to conduct an MDIO meeting. This guide will be both for the organizers and participants. Things are manageable and tolerable for now, but I can imagine how about for the next years. As I reiterate, MDIO should unite and not divide the ten districts!

The 2010-11 RI theme was just announced

This is fresh news from RI’s twitter….

“Building Communities -- Bridging Continents”

…..”The timing of the theme announcement, which took place in the evening, was a break in tradition from past assemblies and a reflection of Klinginsmith's willingness to embrace change. He encouraged district governors-elect to reexamine traditional procedures that were no longer best practices and to begin new traditions where appropriate”.
